The broad limit

Below 10,000 MSL, the general maximum is 250 knots indicated airspeed unless the Administrator authorizes otherwise. It says below, not at or below. These are indicated speeds, not groundspeeds. Aircraft limitations may be lower.

14 CFR §91.117

The 200-knot places

  • At or below 2,500 AGL within 4 NM of the primary Class C or D airport: 200 KIAS, unless ATC authorizes or requires otherwise. This paragraph does not apply inside Class B.
  • Under a Class B shelf, or in a designated VFR corridor through Class B: 200 KIAS.
  • Inside Class B itself: do not assume a universal 200-knot limit; the general below-10,000 limit still applies.

Exceptions are specific

If the minimum safe airspeed for a particular operation exceeds a §91.117 maximum, that minimum safe speed may be used. This is not permission to choose an unnecessarily fast cruise. Keep slower limits from aircraft documents and clearances in view.
